is to a page on another website then you need what I
call an external link. This is a link with a full
web address (URL)
such as: yahooligans.
Lets take a look at the
source:

The <a> tag
says here comes a link
The href="http://www.yahooligans.com/index.html"
says where to link to, and is a full Web address.
The text yahooligans
is what the user must click on to activate the
link
